4th National Women’s Congress (1974-1982)

The 4th National Women's Congress (1974-1982) took place from March 4 to 7, 1974 in the capital city of Hanoi.

Attending the Congress were 796 delegates (including 596 official delegates). Attending the congress were the delegation of the Southern Liberation Women's Union led by Comrade Nguyen Thi Dinh - Deputy General Commander of the Southern Liberation Armed Forces, Chairwoman of the Union; 26 international women's delegations. The congress was honored to welcome President Ton Duc Thang, Comrade Le Duan - First Secretary of the Central Committee of the Workers' Party of Vietnam, Comrade Truong Chinh - Chairman of the Standing Committee of the National Assembly.

The congress set out 6 specific tasks to be implemented during the term, namely: Building socialist women, doing well their duties to the Fatherland, society and family; mobilizing women to participate in the movement of labor, production and thrift emulation; together with agencies and mass organizations to take care of the rights, lives and health of women and children, guide to good family organization; fulfilling  tasks to the Southern revolution; strengthening solidarity and friendship with women in the world in the struggle for peace, national independence, democracy and socialism, for the rights of women and children;  consolidating the union to make efforts to train and foster women cadres, improve the direction and strongly change the methods of the organization’s operations. Launching the emulation movement "New women build and protect the fatherland".

The Congress elected the Fourth Central Committee consisting of 76 members, the Standing Committee with 15 members. Comrade Ha Thi Que was elected as President; comrades Le Thi Xuyen, Ha Giang, Nguyen Thi Minh Nha and Vu Thi Chin were elected as Vice Presidents.

Implementing the policy of unifying the people's mass organizations and the Fronts of the 2 regions, within June 10-12, 1976, the Conference on the Integration of the Southern Liberation Women's Union into the Vietnam Women's Union took place in Ho Chi Minh City. The conference agreed to consolidate the organization, taking the name as the Vietnam Women's Union; decided that the highest leading body directing the activities of the VWU is the Central Executive Committee consisting of 114 members. The Standing Committee consists of 30 members.

Comrade Nguyen Thi Thap is the Honorary President. Comrade Ha Thi Que is the President. The Vice Presidents include Comrade Nguyen Thi Dinh (First Vice President), Le Thi Xuyen, Nguyen Thi Duoc, Ha Giang, Nguyen Thi Thanh, Nguyen Thi Minh Nha, Nguyen Thi Binh, Vu Thi Chin and Phan Thanh Van (i.e. Ngo Ba Thanh).

The conference decided to take October 20, 1930 as the date of VWU’s establishment.
