Mobilising people’s strengths to serve national development

“At the time under the French colonialists’ rule, Vietnam was small. However, the Vietnamese were successful in changing their lives following the August Revolution and the two wars of resistance.

National sovereignty, independence and reunification were seized. This shows that Vietnam is actually not small. It is great! A small, poor and underdeveloped nation was famous for its undaunted spirit in fighting against much stronger enemies. Isn’t is a great?

Today, Vietnam is implementing national renovation – the first phrase to complete the national democratic revolution and construction towards the socialist orientation. Independence in politics has been established, therefore self-control in economics and other fields are a vital target so as to bring about happiness for the people. The Vietnamese people had to bear huge sacrifices to create the current status and prestige and it therefore has to continue to enlarge the country’s image.

It should be understood that the current struggle, in the situation of widespread and comprehensive globalisation and international integration, requires great efforts in terms of human force, resources, spirit and intelligence. History demands and the sacrifices of millions of people demand that we have to firmly maintain national independence, sovereignty and national identity to become greater and to advance forward. Naturally, we understand the content of national independence and sovereignty in a proper way, but we never think that o­nce having involved in integration, it is impossible to talk about independence and sovereignty any more.

None of the enemy’s plots or any subjective mistakes of ours could indent or break the house our people have miraculously built for over half a century. We are held responsible to cut the decayed parts and also to make our home stronger and more beautiful.

In fact of those existing weaknesses and negative activities in the State apparatus and the political system as well as the serious social problems, any conscious Vietnamese citizen feel worried and think of the ways to overcome the subjective challenges and the challenges of international competition. It is all the more impossible to disregard the “peace evolution” scheme considered by some people as a “threat against chicken-hearted fellows.”

The tenth National Party Congress has outlined heavy tasks for the national development plans in the 2006-2010 period and towards 2020.

I think that, the 2006-2010 period is of great importance as the country will be acting as member of the World Trade Organisation, pushing ahead the international economic integration and at the same time facing many challenges and comprehensive and fierce competition while we are yet to have much experience. Being able to successfully go through this period, the country will attain a strong advancing impetus for the years to come.

What to do in the coming years?

In my opinion, the leading abilities including the talent and virtues of senior leaders and Party and State agencies from the central to the local levels will be the first and foremost decisive factor.

The people expect and need those leaders with exemplary characters in terms of excellent professional knowledge and virtues who are willing to improve their abilities continuously, able to solve existing problems, to keep close relationship with the people and to successfully use the talents and promote the people’s spiritual and material strengths.

Vietnam currently has many research institutes of which some are employing good scientists and have issued research projects of great use for socio-economic development. Therefore, the Party and State leaders should create favourable conditions for them and arrange appropriate positions for them. In some countries, many research projects are moved to colleges to attract the intellectual contributions from teachers and students and help them access to issues of great concern.

In order to encourage the people’s strengths, I think that despite their certain limitations, the Vietnamese people are known for their valuable features namely patriotic spirit, community sense, intelligence, dynamic and strong mind in overcoming difficulties. The important thing is to arouse such significant factors.

We have launched many guidelines and campaigns aimed at promoting the people’s strength, however a more systematic and scientific manner is needed with long-term and comprehensive targets.

To mobilise the people to join hands with the Party and State to carry out national industrialisation, modernisation and international economic integration, it is an urgent task that the State and relevant agencies do better the supply of public and clear information relating to the people, the settlement of people’s petitions, the situation in the country and the world as well as other countries’ experience in dealing with the process of globalisation.

In this struggle for development, each citizen has the same right and obligation to know what to do and what to avoid. The fundamental thing that needs being reminded here is that as far as the people, businesses and socio-economic establishments are concerned, the State is still their strong and reliable supporter and guide. This means that the building of a powerful rule-of-law socialist State is the heavy responsibility of the Party and people in order to record new victories in the new stage of struggle.”
