Moscow City Duma is an elective, permanent representative and legislative body of power of the city of Moscow, the capital of the Russian Federation. The basic law adopted by the Moscow City Duma is the City Statute. The exclusive powers of the Duma include consideration of a draft city budget, draft budgets of territorial state extra-budget funds of Moscow, approval of these budgets and also control of their fulfillment. The Moscow City Duma approves: Master Plan of Moscow development, programs of socio-economic development of Moscow, agreements on changes the borders of Moscow. The Moscow City Duma as a legislative body of the subject of the Russian Federation has the right of legislative initiative in the State Duma of the Federal Meeting of the Russian Federation.
