Students from remote regions to receive more scholarship aid

Phu nu Thu do (Capital City Women) newspaper spoke to Phung Khac Binh, head of Student Affairs Department under the Ministry of Education and Training, about new scholarship regulations for students.

What are the new regulations regarding the study promotion fund which is being completed for proposal to the National Assembly?

The MoET has decided that the amount of money that a student is eligible for from the fund is at least equal to the cost of course fees and training. If the fees are increased, then the assistance available will also need to be increased.

Each school has the right to decide the level of possible assistance given and where a student fits into the classification of graded students.

For the first time, students from specialised high schools have also been given assistance.

Schools have the right to decide the levels of assistance. Does this affect students’ rights?

Although the schools have the right to classify students, they must follow regulated rules which ensure the funds available are not lower than the fees.

Private schools also have regulations o­n offering student aid.

If students are good, they can get assistance whether they study in state schools or private schools.

How will the new regulations affect those students from poor homes that have contributed to the revolution?

These students were typically getting a percentage of the allowable allowances either 30 per cent, 80 per cent or up to 110 per cent. The new regulations distinguish two types of assistance. It means that if students of the above-mentioned category that are already getting some assistance maintain a good study record they will also receive up to 100 per cent of the appropriate allowance.

The Government has issued a new resolution o­n how to appoint students to universities, colleges under the national educational system. What are some of the advantages of this resolution?

Assigning students places after their graduation ran into some problems under the previous system. Some even weren’t given an assignment.

The new resolution has sorted out this problem which will give clear, detailed rules o­n entrance exams, training fees and task assignments. Localities will have to propose the number of appointed students that they want in universities and colleges. The relevant agencies will the take into account how many appointed students can reasonably be placed within each region.
