Promoting policy credit entrustment economic empowerment for women

The Vietnam Women’s Union (VWU) has reaffirmed its vital role in entrusting policy credit alongside the Vietnam Bank for Social Policies (VBSP) and the Vietnam Bank for Agriculture and Rural Development (Agribank), supporting women in economic development and sustainable poverty reduction.

At the 13th meeting of the Central Executive Committee of the Vietnam Women’s Union, XIII’s tenure, held on June 3, 2025, VWU Vice President Tran Lan Phuong presented a report outlining orientations for entrusted activities with VBSP and Agribank in the coming period.

As of April 2025, the VWU’s credit entrustment program with VBSP covers 99% of communes, reaching over 2.56 million households with over 5.5 billion USD in loans and maintaining a low overdue rate of 0.16%. The program also includes 61,773 Savings and Credit Groups and VND 7.3 trillion in savings. In partnership with Agribank, the VWU supports women in 48/63 provinces and cities, with 81 participating branches, improving rural women's access to credit for production, animal husbandry and livelihoods.

Adapting to Administrative Restructuring: A Need for New Approaches

In response to the nationwide administrative restructuring under Resolution 60-NQ/TW, the VWU is adjusting its credit entrustment activities to ensure continued effectiveness. With only 34 provinces and cities to remain post-merger, the VWU is coordinating handovers of credit programs, updating agreements with partner banks, and aligning operations with new administrative structures.

In addition to this transition, the VWU is also enhancing its personnel capacity through training for WU staffs and local Management Boards of Savings and Credit Groups. Upholding the motto “Joining hands for the poor – leaving no one behind,” the VWU continues to affirm its key role in connecting women-particularly disadvantaged and ethnic minority women groups-to financial resources, thus promoting economic empowerment and sustainable development within communities.
