Project 938: A journey supporting women in addressing emerging social issues

Protecting and supporting women, and caring for and educating children remain key priorities of the Vietnam Women’s Union (VWU). Under Project 938 – Promoting Women’s Participation in Addressing Social Issues (2017–2027), Phase II (2022–2025) has been widely implemented and received strong public support.

In Hai Phong city, the education sector linked the project with annual gender equality goals. Models like “Happy Schools – Respecting Children’s Rights” and “Building Beautiful Friendships – Saying No to School Violence” have brought practical results.

As of September 2025, half of Project 938’s key targets have been achieved or surpassed. Over 25 million women and parents have received parenting education, helping prevent child abuse, depression, and school violence. The VWU also worked with the Ministry of Education to propose policies ensuring safety for children under 36 months in industrial zones.

Nationwide, more than 5,000 parenting clubs and 2,000 “Leaders of Change” clubs have been established, equipping youth with life and legal skills.

A highlight of Project 938 is the “Patron-Parents” program. Across Viet Nam, 37,765 orphans - over 3,000 of them COVID-19 orphans - have been sponsored, with nearly 250 billion VND mobilized.
