Ms. Pham Chi Lan is an economy expert. She was a member of the Prime Minister’s Research Board since 1996 and became a full–time expert of the Board from May 2003 until the Board’s closing in August 2006.

From 1966 to April 2003 she worked for the Vietnam Chamber of Commerce and Industry (VCCI) where she held the titles of Head of the International Relations Dept (1984-1989), Vice General Secretary (1989-1993), General Secretary (1993-1997), Vice president (1997-2003). Her major expertise is the development of a favorable legal environment for business and the promotion of economic and commercial relations and integration process among Vietnamese entrepreneurs and other countries in the world. She was a member of the Drafting Committees of several important legal documents o­n economy such as Enterprise Law (1999 and 2005), Competition Law (2004) and made inputs to many legal normative documents o­n enterprise, trade, investment, finance, education, etc… She was a member of the Working Group o­n Implementing Enterprise Law established by the Government since the introduction of Enterprise Law (1999) at the beginning of 2000 to the end of June 2006. She is also active in developing small and medium enterprises, youth’s enterprises, women’s enterprises…, as well as activities related to education and training, environment protection, gender equality, etc…

 

With her contributions, Ms. Pham Chi Lan received the Second - ClassLabor Order awarded by the State, the Certificate of Merit awarded by the Vietnam Prime Minister and many medals awarded by the Ministry of Justice, the Ministry of Trade, the Government’s Office and the VCCI.

 

Ms. Pham Chi Lan graduated from the Hanoi University of Foreign Trade in 1966.
