Viet Nam Women’s Union accompanies and promotes women’s political empowerment

Throughout the country’s development process, the Viet Nam Women’s Union (VWU) has played a key role in advancing women’s political participation and leadership. Beyond encouraging women’s engagement in public life, the VWU has made notable contributions to policy advocacy, legal reform and the development of women leaders.

As an organization representing women’s legitimate rights and interests, the VWU has actively participated in the formulation and review of major laws. Its contributions are reflected in landmark legislation such as the Law on Marriage and Family (1958); the Law on Gender Equality (2006); the revised Law on Domestic Violence Prevention and Control (2022); and the Law on Population (2025), which marked a shift toward a rights-based approach centered on women and children.

In the political sphere, the amended Law on the Election of Deputies to the National Assembly and People’s Councils, adopted in 2025, requires that at least 35 per cent of candidates on the official list for National Assembly elections be women, based on recommendations from the VWU. This provision reflects the Union’s sustained advocacy to expand women’s access to elected bodies.

Alongside policy work, the VWU has focused on building a pipeline of women leaders through training, communication and mobilization activities. As a result, women now account for over 30 per cent of deputies in the 15th National Assembly and 29 per cent of People’s Council members nationwide, placing Viet Nam among countries with relatively high levels of women’s parliamentary representation in the Asia-Pacific region.

Under guidance from the Party and State, the VWU continues to implement action plans to identifying, training, and promoting female leaders, while emphasizing digital literacy, governance, policy formulation and communications capabilities… to meet requirements in the new context.
