Local Vietnam women's unions prepare for Women's Congress

According to the direction of the Executive Committee of the Central Vietnam Women's Union (Term IX), the local Women's Congress is to be held within the 1st and 2nd Quarter of 2006 at the communal level,

then within the 2nd and 3rd quarter at district and equivalent level while the 3rd and 4th Quarter are for the provincial and equivalent level.

 

To prepare for the Congress, the local women's unions have strived for the targets of 2005 work plan and targets set out by the 9th National Women's Congress. The assessment of the implementation of the VWU's Emulation Movement and 6 key action programs has been carried out appropriately. The Central VWU has sent 3 evaluation missions to 10 provinces in 3 regions of the country. Based o­n the feed back of these missions, the central VWU has made an outline report of the Congress, draft of VWU's amended charter; instructions o­n personnel procedures, voting process, training schedules for the provincial VWUs in the 1st quarter of 2006 o­n organizing the Women's Congress at their level.

 

With the view that members and grass-root WU are the foundation and decisive factors to the development of the VWU and good staff ensure good movement, to prepare qualified personnel for the Women's Congress, women's unions at all levels have actively worked o­n the human resource development plan. At present, the requirements for the president of the communal and equivalent WU includes at least high school graduation in the plain and primary school graduation in the mountainous areas; basic knowledge o­n politics and o­n women support and mobilization skills; under 50 years old in case of holding the position for the first time. For the persons under 45 years old to hold the crucial positions for the first time at district and equivalent upward level must have at least University's Degree, advanced knowledge o­n politics. To meet these requirements is very difficult for the local women's unions, particularly in mountainous and ethnic areas. However, the Presidium of the VWU has been working with the standing committee of provincial party committee and women's union at the respective levels o­n the issue of human resources in difficult areas to prepare the best candidates for the local women's congress.
