Vietnam Women’s Union learns from Quebec’s women resource management and development

In June 2013, a group of VWU staff headed by Vice President Nguyen Thi Kim Thuy had a training course on “Women resource management and development ensuring gender equality” at the National School of Pulic Administration (ENAP) in Québec, Canada.

Along with acquiring updated knowledge of human resource management and development, the VWU trainees exchanged experiences with experts in this field, advisors and policy-makers of gender policies, and high-level women leaders of Québec. They had a lot of discussion to clarify related issues and their relevance to the VWU and Vietnam context. The trainers were very pleased with this learning enthusiasm of the group.

Also, achievements and experiences of Quebec and Canada as regards to women leadership were introduced. Quebec has very impressive women representation in leadership. Within just 5 years, the percentage of female CEOs in state-owned enterprises increased from 27.5% (in 2006) to 52.4% (in 2011); female Vice - Ministers currently make up 42.3% of the total. The most profound lesson that was shared with the group is the Prime Minister’s political commitment and persistence in striving towards gender equality objectives. The reality in Quebec shows that women at leader positions have as good performance as male counterparts. The Quebec society has recognized the role of women leader. It is the women’s participation in the labour market that promotes the society’s development and helps reduce the number of women depending o­n social benefits.


At the closing session of the training course, Professor Nelson Michaud, ENAP General Director acknowledged the learning efforts of the group. He saw this cooperation between VWU and ENAP as a vivid example of the friendship between Vietnam o­n the o­ne hand and Quebec and Canada o­n the other.

Speaking at the closing session, Vice-President Nguyen Thi Kim Thuy expressed her satisfaction with the course’s contents and spoke highly of gender equality achievements of Quebec. She expressed her wish to have more and more cooperation activities with Canada and with ENAP in the future. She also affirmed that with knowledge gained from the course, the VWU group would contribute effectively to innovating the human resource management within VWU’s system.
