Jobs for youth: a great concern

According to the latest report on labour and youth by the Central Youth Union , the number of young people at working age accounts for 55.5 percent of the workforce. In recent years, the workforce has increased on average by 1.3 million/year. This increase has put pressure on departments and sectors at all levels to create jobs for labourers

The Ministry of Labour, War Invalids and Social Affairs (MOLISA) said that the number of new jobs generated increases by 2.9 percent each year, but creating jobs, especially jobs for youth in rural areas, has drawn much concern from sectors. In order to solve this problem, 1.5 million more jobs must be created for labourers, mainly labourers in rural and mountainous areas.

In a recent discussion o­n creating jobs for youth in rural areas between the National Assembly and the Central Union of Vietnamese Youth. It was said that there are 20 million young people in rural areas and asked they could be encouraged to take part in hunger elimination and poverty reduction movements. However, it is difficult for them to actively participate in the movement because they are jobless, lack skills and have no knowledge of technique and technology.

In recent years, the number of unemployed young people in such areas has been increasing as industrial zones take the place of agricultural areas. Firms that are being built in agricultural areas have committed to recruiting youths who are unemployed because they have agricultural land taken away. Sadly, it is difficult for them to get a job in an industrial zone, or they are recruited to do manual work or to work as a doorkeeper or a cleaner.

Due to a shortage of jobs, many young people in rural areas flock to big cities to search for jobs. This problem concerns departments, sectors as well as the whole society. Moveover, vocational training and stable job generation for ethnic youths needs to be paid attention to by the Vietnamese Youth Union.

Vocational guidance solution

Job solutions for young people in rural and mountainous areas must be directed at the increase of the production value of a hectare of land. In agricultural areas, it is necessary to educate workers in science and technology, especially biological technology. Therefore, young people need to learn at departments such as agriculture, forestry, fish, processing and food biochemistry. After finishing the courses, it is necessary to encourage them to develop agriculture in their homeland.

To attract the 4.8-5 million and 2.8-3 million more young labourers to take part in industries, construction and services respectively by 2010 as put forth in the strategy, the state has to actively attract foreign investment in the industrial and service sectors. Labourer exports and trade village restoration also play important roles in job generation for Vietnamese youth. Moveover, the country has many trade villages such as carving, weaving, embroidering villages. These trade villages attract millions of labourers, mainly young people in rural areas. Recently, the Central Union of Vietnamese Youth signed a co-ordination programme o­n training and job solutions for youth in the 2006-2010 period.
