Government of Viet Nam and the United Nations sign new One Plan for 2012 – 2016
On 27th March 2012, the Government of Viet Nam and representatives of the 16 UN agencies in Viet Nam and IOM signed a new One Plan, covering the period 2012 – 2016. It outlines a joint and strategic programme of work which will support Viet Nam in addressing its development priorities. The total budget for the One Plan is estimated at US$ 480 million.
The one Plan outlines three broad focus areas where the UN and the Government of Viet Nam will jointly implement in the period from 2012 – 2016. This includes supporting the Government to achieve inclusive, equitable and sustainable growth; access to quality essential services and social protection; and enhanced governance and participation.
Speaking at the ceremony, Minister of Planning and Investment Bui Quang Vinh stated clearly: “One Plan 2012 – 2016 is an important guiding document for UN agencies and Vietnamese agencies to identify specific activities, continue to implement the Ha Noi Core Statement on aid effectiveness and implement the Delivering as one Initiative which will foster the joint programming of the UN, identify the areas of better cooperation, minimize the overlapping and reduce time as well as management costs of the involved stakeholders.”

The new one Plan for 2012 – 2016 represents a significant pillar of the ‘Delivering as one’ Initiative aims for UN system wide coherence and greater efficiency and effectiveness at the country level. The signing of the new one Plan demonstrates the commitment of the government of Viet Nam to remain at the forefront of UN reforms and of the UN agencies to continue to ‘deliver as one’ to benefit the people of Viet Nam.
