Government of Viet Nam and the United Nations sign new One Plan for 2012 – 2016

The o­ne Plan outlines three broad focus areas where the UN and the Government of Viet Nam will jointly implement in the period from 2012 – 2016. This includes supporting the Government to achieve inclusive, equitable and sustainable growth; access to quality essential services and social protection; and enhanced governance and participation.

Speaking at the ceremony, Minister of Planning and Investment Bui Quang Vinh stated clearly: “One Plan 2012 – 2016 is an important guiding document for UN agencies and Vietnamese agencies to identify specific activities, continue to implement the Ha Noi Core Statement o­n aid effectiveness and implement the Delivering as o­ne Initiative which will foster the joint programming of the UN, identify the areas of better cooperation, minimize the overlapping and reduce time as well as management costs of the involved stakeholders.”

Speaking at the signing ceremony, UN Resident Coordinator in Viet Nam, Ms. Pratibha Mehta, said: “The o­ne Plan 2012 – 2016 aims to support Viet Nam in promoting inclusive growth and tackling climate change, ensuring equitable service delivery and improving governances.”

Speaking o­n behalf of donors, Peter D’Huys, First Secretary for Development Cooperation form the Belgium Embassy, Co-Chair of the DaO Informal Donor Group in Viet Nam stressed the leadership provided by the Government to the UN reform process and that tripartite spirit has been important to drive the process forward. He also noted that development partners will continue to work with the Government and UN to ensure the o­ne Plan remains relevant to the needs of Viet Nam.

The new o­ne Plan for 2012 – 2016 represents a significant pillar of the ‘Delivering as o­ne’ Initiative aims for UN system wide coherence and greater efficiency and effectiveness at the country level. The signing of the new o­ne Plan demonstrates the commitment of the government of Viet Nam to remain at the forefront of UN reforms and of the UN agencies to continue to ‘deliver as o­ne’ to benefit the people of Viet Nam.

The success of the “Delivering as o­ne” initiative in Viet Nam is is large part due to the strong cooperation between the Government, donors and the UN.
