Developing technology-applied flexible learning models to expand women’s access to knowledge

On the afternoon of April 16, 2025, to promote the results of the Joint Program on strengthening learning promotion, talent encouragement, and building a learning society for the 2017–2020 period between the Vietnam Women's Union (VWU) and the Vietnam Association for Learning Promotion (VALP), the two organizations held a signing ceremony to continue the Joint Program for the 2025–2030 period.

The event was chaired by Ms. Nguyen Thi Tuyen, Member of the Party Central Committee, VWU President and Ms. Nguyen Thi Doan, former Member of the Party Central Committee, former Vice President of Viet Nam, and President of VALP.

This collaboration aims to strengthen the innovation of leadership, and improve the quality and effectiveness of cooperation between VWU and VALP in promoting learning and talent encouragement activities and building a learning society from 2025 to 2030. This will raise awareness among officials, members, women, and the public about the importance of learning and talent promotion, “Digital Literacy for All" movement, the critical role of self-learning and lifelong learning in enhancing the quality and competitiveness of the national human resources - especially in the context of digital and green transformations. The program also includes joint efforts to mobilize and guide VWU officials, members, women, and the public to participate in various learning models and support children's education, contributing to the successful implementation of the nationwide campaign "Promoting lifelong learning for a learning society 2023–2030" launched by the Prime Minister. This serves as a foundation for shaping a generation of knowledgeable, civilized and progressive Vietnamese women who can meet the demands of the new era.

The signing of this coordination program between the two organizations holds great significance, aiming to contribute to the effective implementation of the Party’s guidelines and the State’s policies and laws at all levels and sectors, while thoroughly internalizing the views expressed by General Secretary To Lam in his article “Lifelong Learning”. In particular, the joint program focuses on communication, mobilization, guidance, and provision of digital skills for women; developing flexible learning models applying technology to expand access to knowledge for women, especially those in disadvantaged areas.

In her opening speech at the event, VWU President Nguyen Thi Tuyen said that in the context of a rapidly advancing global scientific and technological revolution that is profoundly transforming social life and posing new demands on every Vietnamese citizen, especially officials and Party members within the political system, lifelong learning has become an urgent necessity.

In implementing the Party’s viewpoints and policies, the building of a learning society and the promotion of lifelong learning have achieved significant results. Many exemplary individuals have emerged who are self-motivated learners, creative in their work, and make substantial contributions to the community. Numerous examples applying scientific and technical advances has been conducting researches and proposing effective and highly applicable solutions in practice, production, and daily life.

Contributing to that collective achievement is the significant involvement of political-social organizations and social organizations, particularly the VALP with their deep dedication to the cause of "cultivating people". Their efforts have played a vital role in raising intellectual standards, training human resources, and nurturing talents, serving the country’s industrialization, modernization, and integration into the regional and global community.

As a socio-political organization representing, caring for and protecting the legitimate and legal rights and interests of women, the VWU always identifies learning and talent promotion and the building of a learning society as one of its key tasks in communication, advocacy, and supporting the comprehensive development of women.

During the 2017–2020 period, the joint program between VWU and VALP achieved positive results. Millions of women gained access to flexible learning opportunities tailored to their needs, circumstances, and age groups. Many exemplary learning models such as "Learning Families," "Learning Clans," "Learning Communities," and "Learning Units" were effectively implemented, contributing to raising intellectual standards and improving the quality of the female workforce, particularly in remote, ethnic minority, and mountainous areas.

Prof. Dr. Nguyen Thi Doan emphasized that in the current context, as the country accelerates its digital transformation efforts, the role of mass organizations, particularly the VWU, is becoming increasingly important. With its large human resource, the VWU should continue to closely coordinate with local authorities to organize “Digital Literacy for All” classes, helping people, especially women, enhance their digital skills in handling administrative procedures as well as in their daily lives.

Ms. Doan also expressed her hope that the VWU will implement programs and plans directing its all levels to promote and encourage members and women to embrace lifelong learning, practice a “green lifestyle”, “green skills,” and effectively apply skills to solving social issues in order to set an example for children and speaking out against violence and abuse towards women and children.

Additionally, she proposed more attention be given to the research and implementation of policies that support and provide scholarships to female students who excel in fundamental research. This, she noted, would serve as a driving force for nurturing a future generation of female intellectuals, contributing to the sustainable and continuous development of the country.
