Workshop on Sharing Experiences on Managing and Educating Children

To prevent children from legal violation is necessary to every people, family and society, especially in the present international integration economy – this is the message of delegates attending the workshop on sharing experiences on managing and educating children not to commit sins and social evils, took place in No2 Rehabilitation School of V26 Department (in Ninh Binh province) organized by VWU in cooperation of Ministry of Police on December 17th, 2006.

According to statistic of functional agencies, every year, there are about 10.000 legal violation cases caused by more than 10.000 adolescents who are mainly come from urban areas, towns, especially big cities.

 

Survey in 2000 - 2004 period showed that, crimes committed by adolescents account for 45,143 cases with 63,643 adolescent perpetrators (of which male accounting for 97.25%), about 87.25% of the cases are caused by adolescents aged 14-18, 9.24% of the perpetrators are illiteracy, 30.76% of them are school dropped - out.

 

At the same period, 8,642 cases with 12,330 adolescents were introduced of penal instance, 35,651 cases with 49,153 adolescentswere fined, notably, 3,102 adolescent were accused as robbers, 1,899 extortion, 1,229 rapes, 653 murders.

Facing the raise of crimes, criminal levels and sophistication, representatives from Ministry of Public Security, VWU, No 2 Rehabilitation School, Party committee, Government bodies and agencies presented causes, situations and measures to prevent juvenile delinquency. Meanwhile, delegates also shared experiences, presented recommendations to the Party, the Government in concretizing policies o­n preventing against crimes caused by adolescents; clearly defined roles of the party committee and local authority; close and comprehensive cooperation among social and mass organizations, particularly the role of schools, families in educating children from their childhood.

 

It is realized that, examples of adults, parents and teachers are very important, as mirrors to reflect directly the model to children to look at, to learn and follow.

 

In the afternoon, delegates attended the Forum namely “Listening to the young people, adolescents talking about adolescents’ violation of laws and committing social evils”. About 80 adolescent trainees from the No 2 Rehabilitation School and Mai Son Secondary School in Yen Mo District, Ninh Binh Province were present at the Forum.
