VWU's consultation workshop on draft Decree on retirement age and pension entitlements

From 2021, an official roadmap to adjust the retirement age shall be applied according to the Clause 5, Article 169 of the Labor Code. In order to provide its social feedback, on the morning of May 14, 2020, the Vietnam Women’s Union (VWU) organized a workshop to consult professional experts and managers on the draft Decree on retirement age and pension entitlements.

The workshop was co-chaired by VWU Vice President Bui Thi Hoa and National Assembly's Social Affairs Committee First Vice Chairman Bui Sy Loi and attended by professional experts, managers, representatives of concerned ministries, sectors, agencies, social organizations, enterprises, etc.

 

The road-mapped adjustment of the retirement age is guided in the Resolution No. 28/NQ-TW dated 23 May, 2018 of the 12th Central Party Committee on reforming social insurance policy and institutionalized by the Article 169 of the Labor Code. According to the Resolution, from 2021, the retirement age will be adjusted in line with general direction of increasing the retirement age, aiming at narrowing the gender gap in the retirement age and creating flexibility in the retirement age in some specific occupations.

The development of a decree stipulating the retirement age and conditions for pension entitlement aims to specify the roadmap for retirement age adjustment and conditions for pension enjoyment and to create legal guidance for the compliance of laws.

 

Speaking at the workshop, VWU Vice President Bui Thi Hoa emphasized that over the past 20 years, the VWU has always paid special attention to the retirement age and, together with other agencies, made enormous efforts to mainstream gender equality in the revised Law on Social Insurance and Labor Code.

 

At the workshop, participants provided detailed comments focusing on four issues: the scope of  regulation and applicable entities of the Decree; conditions for pension enjoyment of commune-level public servants and part-time employees; early and late retirement towards a Decree which is more inclusive, more consistent with the Article 169 of the Labor Code and more simplified. Participants also suggested more attention should be paid to some specific groups such as kindergarten teachers and highly-skilled laborers.

 

The Vietnam Women's Union appreciates all the inputs at the workshop for further research to finalize the comments submitted to the Drafting Committee of the Decree.
