Six Solutions to Create Women Staff Source

The development of women staff is a criterion to measure the growth of women movement and gender equality process. Thus, it is very important to create staff source.

In the context of market economy and integration, women are dealing with many challenges. The development of women staff is not commensurate with potential and contribution of women classes and movements. To create staff source, it is necessary to implement following solutions:

 

Firstly, creating women staff is considered as a strategic task in the Party and State executive work. Based o­n the source creating plan, conduct training and fostering ofwomen staff; creat favorable conditions for women to devote and grow up; strive for the increase of the women’s reprsentation in executive committee, state agencies as well as in management field of economy, society, health, education to name a few.

 

Secondly, Party and State need to assign specific responsibility for women staff creating plan to the leaders of all levels, branches, localities and units. Units need to cooperate closely with departments, branches and mass organizations aiming at attracting support in the process of selecting, training, fostering, using and promoting women cadres.

 

Thirdly, focusing o­n vocational training, illiteracy eradication, educational level and professional knowledge enhancement for women. Creating favorable conditions for women to access and apply technical science, new technology; taking special consideration of ethnic minority women and those living in remote, isolated and border areas.

 

Fourthly, in terms of selection, except for requirements of common standards and conditions, gender feature of women cadres should be mentioned. The percentage of women cadres in Party, State management agencies and enterprises should be 35% and more. Recruiting staff with higher education, ethnic minority and revolutionary families’ juniors.

 

Fifthly, based o­n the source creating plan, design training and fostering plan of women staff as well as creat staff source in practical movement.

 

Sixly and finally, developing women Party members. This is an important method in creating women staff source to supplement new human resource for the Party. Giving priority to female graduates to become reserve civil servants in localities in preparation for replacement source.
