With the aim of supporting poor women to improve their lives and dealing with women-related issues, in June 2007, the Women’s Livelihood and Rights Club (LARC II) was set up in Nong Ha and Nong Thinh communes (Cho Moi district, Bac Kan province). Up to now, there are 21 clubs belongs to this project, attracting 807 members.

This is a component of a project on enhancing the participation of social organizations in poverty eradication and natural resource management (CASI) of CARE International in Vietnam. The project was implemented with the cooperation between CARE International in Vietnam and Bac Kan Women’s Union.

The project performance shows that the club’s members have fully took part in its periodical activities and strictly implemented its regulations. Every month, the clubs meet at certain places and time as agreed by the club members in the club statutes. In these monthly meetings, its members share their knowledge learnt in training courses about legislations and livelihood as well as discuss and find solution for right- related issues of its members.

Besides, providing training on law and rights to the project, it is note worthy that the project set up models for practicing the knowledge, especially the citizen’s democratic rights regulated in the Grassroot Democratic Ordinance. Up to now, 5 club houses have been built and activated. With the participatory approach applied during the construction of these houses, the club members have well practised the Grassroot Democratic Ordinance, especially in contributing their ideas in designing, budgeting and selecting construction method as well as in supervising construction process...

Through training courses on law and livelihood, the Bac Kan WU’s capacity has been improved in term of negotiating the cooperation agreement on supporting club’s activities with the District professional departments such as Departments of Agriculture and Forestry, the Justice, the Veterinary Station.

In addition, Bac Kan WU applied participatory approach into making project plan and activities for the club. Through initial surveys and assessment as well as implementation of these activities at locality, Bac Kan WU has learnt a lot of experiences from experts of LARC project about supporting the club in particular and the women’s activities in general.
