Malaysia’s experience on Capacity building and life quality improving for women

The Vietnam Women’s Academy in collaboration with the University Kebangsaan Malaysia organized the scientific conference “Capacity building and life quality improving for women: Experience of Malaysia and Vietnam” on July 25 morning.

During the conference, delegates had chance to listen to Ms. Madeline Berma - Director of the Tun Fatimah Hashim Women’s Leadership Centre of the National University of Malaysia (UKM) presenting the report “Impact and Effectiveness of Single mother’s Skills Incubator Programme (I-KIT) and Women Entrepreneurship Incubator Programme (I-KEU)”. Accordingly, in 2013, the Department of Women’s Development (JPW) under the Ministry of Women, Family and Community Development developed a Single Mothers’ Skills Incubator Programme (I-KIT) as well as a Women Entrepreneurship Incubator Programme (I-KeuNita). These programmes are aimed at improving the socio-economic levels of women by encouraging them to generate income through engaging in business and investment activities. They also serve as testimonial to the effort of the Malaysian government to intensify the involvement of women in the job market and to promote entrepreneurial activities.

Another Malaysian speaker also provided an overview of the level of women participation and empowerment in the top corporate sector in Malaysia and an insight into the enabling and constraining factors in their rise to the Malaysian top corporate world.

Another experience from Malaysian is about the Special Assistance Allowance Programme for NGOs (PBKP) Since 2013, the Malaysian government has provided a special assistance allowance for NGOs to organise women's development programmes run by the Department of Women’s Development (JPW). Accordingly, two types of programmes were developed - family-based o­nes led by the National Population and Family Development (National) and community-based ones led by the Social Welfare Department (SWD).

At the conference, Vietnamese speakers from the Institute for Family and Gender, Vietnam Academy of Social Sciences, Women’s Studies Institute of Vietnam Women’s Academy shared these following issues: (1) Northern Coastal Area Women’s Responses To Climate Change; (2) The policies o­n vocational training, employment and health care for women with disabilities and (3) Life quality of migrant women workers in Vietnam. These presentations provided diverse and actual perspectives o­n the risks and difficulties of women in general and women in special circumstances,proposed the support measures to repel difficulties, remove barriers and gradually improve women’s status in Vietnam and women all over the world in all areas.
