Consideration on law making

Be aware of the issue, in recent years, the law making of Vietnam’s National Assembly has been renewed in a positive way.

The quantity and quality of bills which are passed at every working session of the National Assembly are o­n the rise after every session. From 5 to 6 bills, the National Assembly passed  14 laws at the eighth session of the eleventh legislature which was held in late 2005. These include important laws have drawn a deal of attention from people, namely the Law for Corruption Prevention and Control; the Law o­n Thrift Practice and Waste Combat; the Housing Law; the Business Law, the Investment Law and the Bidding Law. This is  good, however, there are still limits concerning law making. With the current pace of law making, we need at least 25 years to complete a unified law system. As the head of the legislature, National Assembly  chairman Nguyen Van An, at different meetings and o­n-site tours in localities, said that 25 years, o­ne quarter of a century, was too long.

Bills are waiting for consideration and approval. This is a fact. However, this is also a consideration for the National Assembly chairman and other deputies.

Meeting the requirements of life and voters is the measurement of the legislature and every deputy instead of forcing the life and voters to follow the National Assembly. It is important to turn these considerations in law making into specific work. We need to try to shorten the time to 10 or 15 years instead of 25 years. The aspiration have been sent from the chairman, vice chairmen to deputies and even staff of National Assembly office and agencies
